Is it OK to let dogs bark continuously outside where neighbors can hear them? No, it is not.
Owners say Penny is like a "member of the family." But, really, is "Penny?" I'm glad I'm not their kid.
Dogs are outside in all kinds of weather to bark and bark and bark. The police and animal control are called 18, sometimes 19 times, about these "parents" and do about as much as they can short of sending these "parents" to family services. The "parents" should be sent to jail for cruelty to a "family member."
These types of dog owners are so inconsiderate of neighbors, words cannot describe their thoughtlessness. And if the poor thing dies, these parents get another dog that barks just as much. Do they really care about their "family member?" Are they deaf? Deaf, no. Inconsiderate, yes!
