Bella Vista ACC Political Signs Policy

Protective Covenant 18, as adopted in the Declaration, limits signs on residential property to temporary advertising for property for sale and construction signs which shall not exceed five square feet in area. However, during the political season the Architectural Control Committee, as it has in the past, will take a much less restrictive position regarding the residential signage regulations.

Campaign signs may be posted on residential property following the less restrictive procedure if they meet these guidelines:

1. Signs may not be erected earlier than 60 calendar days prior to election day.

2. One sign per candidate per property location is allowed. A maximum number of signs shall be one sign for every 20 feet of street frontage the property borders.

3. Maximum size per sign is five square feet.

4. Signs may not be placed on utility poles, street signs, stop signs, POA signs and may not be placed in the road rights-of-way or on common property.

5. Signs (and posts) must be removed from the property within five calendar days after election day.

To place campaign signs on commercial property, the candidate, or a representative, must obtain a sign permit from the ACC. This permit is good for any location where permission has been given by the landowner and there will not be a charge for the permit.

Bella Vista Historical Museum

The Bella Vista Historical Museum remains closed for now.

Bella Vista Library

While waiting to reopen the doors, Bella Vista librarians are offering curbside pickup. Patrons can call the library or access the card catalog online and reserve a book. The books are checked out, bagged, labeled with a portion of the borrower's name and left on a table in front of the entrance for pickup. There is a whiteboard behind the table which lists the procedures and rules. The library website contains current information at bvpl.org. Hoopla is a good way to access many things digitally. With just your library card, you can access music, movies, TV shows, ebooks and graphic novels online for free. Find it on the website under DISCOVER -- DIGITAL SERVICES.

2020 Census Information

Be Counted! The #Census2020 response deadline has been moved up one month to Sept. 30. Visit the link https://my2020census.gov/ to respond online in about 10 minutes, and then help spread the word that the deadline has been changed.

Pools and beach --

Lake Avalon Beach has closed for the season.

Metfield swimming pool has closed for the season.

Weather permitting, the Kingsdale pools will remain open with limited staff. The pools will be available for use with no lifeguard on deck during the weekdays. Lifeguards will be on deck during the weekends. The hours of operation Monday through Sunday will be 11 a.m. to 7 p.m. daily. Kingsdale closes Sunday, Sept. 27.

Metfield Fitness Center --

Due to the small size of Metfield, there will be eight members allowed per hour. Members should consider what is best for them and stay home if not feeling well.

Metfield Fitness Center Hours: Monday – Thursday 7 a.m. to 8 p.m.; Friday: 7 a.m. to 1 p.m.; Saturday: 7 a.m. to 1 p.m.; Sunday: Closed

Plan for the following:

Members must always bring and wear a mask except while actively exercising.

A screening will be conducted on all members before access is allowed and any with the following characteristics will NOT be allowed to enter:

• Have returned from travel to any hotspots or overseas within the last 14 days;

• Have had a fever of 100.4°F or greater in the last 2 days;

• Have a cough, difficulty breathing, sore throat, or loss of taste or smell;

• Had contact with a person known to be infected with covid-19 within the previous 14 days;

• Have compromised immune systems and/or have chronic diseases.

Staff will wear masks and ask members to scan their own cards.

Strict social distancing practices will be in place, including 12-foot distancing while working out.

A reservation system will be used. You may call up to 7 days in advance to reserve your one-hour time slot to work out. Call 479-855-8165 to reserve your time slot from 9 a.m. to noon.

Walk-ins will only be accommodated if reservations are not full.

Lobby areas will be limited to check-in purposes only -- do not congregate in the lobby.

Limited exercise equipment will be available based on social distancing guidelines.

No classes at Metfield at this time. Classes are currently being offered at Riordan.

Lake Rayburn drawdown --

There will be a drawdown on Lake Rayburn this fall. This allows the POA to make repairs to the boat ramp and allows residents to make repairs to seawalls and docks. The drawdown will begin on Nov. 9. The lake should be down by Dec. 4 and will start refilling by March 1. The goal of the drawdown is three inches per day and six feet overall.

3rd Annual Highlands Charity "Free Cruise-in and Car Show"

Saturday, Sept. 19, from 10:30 a.m. to 1:30 p.m. There will be no fee to display, no judging, no classes or age restrictions, just great, interesting vehicles of all types. Happy Hour at Walmart AMP --

Experience an outdoor happy hour on the new Choctaw Plaza with free live music and cornhole from 4:30-10 p.m. on select nights this fall. Signature cocktails and a full food menu will be available for cashless purchases. Proceeds go to support the Ghost Light Recovery Fund.

Some of the best local and regional bands will perform from 6-8 pm. On evenings with Saturday Cinema screenings (*), happy hour will end at 7:30 p.m. Patrons can purchase a movie ticket and stay for the 8 p.m. show. Dates and scheduled performers for Happy Hour include Jukebox on Thursday, Sept. 17; The Juice on Friday, Sept. 18; Irie Lions on Saturday, Sept. 19*; Boom Kinetic on Thursday, Sept. 24; Arkansauce on Friday, Sept. 25; Uncrowned Kings on Friday, Oct. 2; The Rosy Hips on Saturday, Oct. 3*; Dial-Up on Friday, Oct. 9.

"These are really popular bands who are performing for a discounted fee in order to support Walton Arts Center's Ghost Light Recovery Fund. It gives them a fun gig to play, patrons a safe night out, allows us to showcase the expanded facility and it all supports the relief fund for Walton Arts Center," said Brian Crowne, vice president of the Walmart AMP.

Entrance is free but capacity is limited, and tables are available on a first-come, first-served basis. A limited number of tables can be reserved in advance for $25 by calling 479-443-5600 or visiting www.amptickets.com.

Table reservations open on Monday for each week's happy hours and close 48 hours prior to each event.

100% of all table reservations will be donated to support Walton Arts Center's Ghost Light Recovery Fund and are tax-deductible and non-refundable. The Ghost Light Recovery Fund helps Walton Arts Center offset lost revenue from canceled performances, continue education and intermission programming, maintain facilities and support staff until full-scale performances can resume.

The Walmart AMP has implemented additional health and safety precautions to protect patrons and staff from the spread of covid-19. These precautions have been approved by the Arkansas Department of Health. The following health and safety protocols will be in place for these events:

• Patrons will be required to wear face coverings when entering the venue or when moving around the space. Face coverings can be removed when at your table.

• Patrons should practice social distancing while inside the venue.

• Concessions -- including a full bar and beverage menu and food -- will be available for cashless purchases only.

• The venue will be cleaned and disinfected before and after each event. In addition to our typical cleaning practices, staff will be wiping down commonly touched surfaces and using disinfectant foggers.

Staff members will have their temperature checked each time they arrive for work, wear face coverings when interacting with performers, the public or each other, and are required to wash their hands or use hand sanitizer at least once every hour while at work.
