Bentonville/Bella Vista Daybreak Rotary Club

Mark Lloyd shared the insights he has gained with his service in the Army Special Forces in Vietnam, LAPD during the Watts riots, and 31 years with the DEA with years as head of the European and Middle Eastern branches recently to members of the Bentonville/Bella Vista Daybreak Rotary Club in Bentonville.

Since retiring from active service, he has joined an organization that provides teams of experts that give training to national police forces in a number of countries. He has recently given courses to the national police of Egypt, Yemen, and Burundi. These countries have been dealing with terrorism for many years and, as we now all know, the direct threat has now come to our country.

Lloyd pointed out that drone and on the ground attacks has disseminated the Al Qaeda leadership so central governance and funding is essentially gone. Local autonomous individuals and groups seem to be forming. Informers, local police, and concerned citizens may not be sufficient to the job of detecting threats from individuals and small groups. The splinter groups and individuals are getting their training and inspiration from various sites on the internet.
