After reading The Vista's editorial on the increased assessment proposal, it does appear to be muddied.
Why was not a simpler proposal offered at raising rates on all lots, both improved and unimproved, at $3 per month and keep the user fees where they are at?
Then the POA could re-evaluate if the increased income would provide sufficient additional revenue for improvements and operations. Perhaps this option would not be so controversial.
I would suggest a "no" vote for the current proposal and reconsider other options. A simpler approach with less mud.
